Safety Brief
The safety briefing will cover, at a minimum, the following:
a. Personal Safety
i. Do not arrive to the Readiness Center before 18:20, unless scheduled for Cadet Program activity, e.g. testing.
ii. Buddy System – no one walks around inside the building without a buddy, e.g. bathrooms, downstairs, other classrooms.
iii. Stay inside the building unless escorted outside for an activity or departing the building with parent/guardian.
iiii. Do not open doors to allow unknown outsiders to enter the building.
v. At all times – use indoor voices while in the building – No Yelling.
vi. No horseplay inside or outside the Readiness Center.
vii. REMEMBER – we are representing Civil Air Patrol.
b. Building Evacuation:
i. Keep Calm
ii. WALK on stairs and use handrails
iii. Locate 3 exits from building
iiii. Fire: Rally in the east parking lot. Fire Drill!
v. Tornado: Rally in lower level locker rooms – seek an interior room with no windows to the outside. Tornado Drill!

Aviation Briefing
22 February 1974: At Naval Air Station Corpus Christi, Texas, Lieutenant (Junior Grade) Barbara Ann Allen, United States Navy, received her Wings of Gold and designation as a Naval Aviator. She was the first woman to be so designated.
Barbara Ann Allen was born 20 August 1948 at Bethesda Naval Hospital, the daughter of a naval officer. She attended Long Beach City College and then graduated from Whittier College, Whittier, California. She was accepted to the U.S. Navy Officer Candidate School. Barbara Allen was commissioned as an Ensign, United States Navy, 18 December 1970. After assignments at the Amphibious Warfare Base, Little Creek, Virginia, and staff assignments at Atlantic Fleet headquarters, Norfolk, Virginia, she was accepted for pilot training at NAS Pensacola in February 1973.
After receiving her pilot’s wings, Lieutenant Allen served with FLEET LOGISTICS SUPPORT SQUADRON THIRTY (VR-30) at NAS Alameda, California, flying the Grumman C-1A Trader, a twin-engine Carrier On-Board Delivery (“COD”) transport. She also became the first woman in the Navy to qualify in a jet-powered aircraft, the North American Aviation T-39 Sabreliner.
Barbara Ann Allen married Lieutenant Commander John C. Rainey, U.S. Navy, whom she had met during flight training. They have two daughters, Cynthia and Katherine.
In 1977, Lieutenant Allen (now, Rainey) transferred to a Naval Air Reserve squadron, Fleet Logistics Support Squadron FIFTY-THREE (VR-53) at Dallas, Texas, where she flew the four-engine Douglas C-118B Liftmaster.
In 1981, Lieutenant Commander Barbara Ann Allen Rainey was recalled to active duty and assigned as a flight instructor with Training Squadron THREE (VT-3) at NAS Whiting Field, Florida.
Sadly, on 10:20 a.m., 13 July 1982, while practicing touch-and-go landings at Middleton Field, Alabama, LCDR Barbara Ann Rainey and her student, Ensign Knowlton, were killed in a crash. While in the traffic pattern, their Beechcraft T-34C Turbo Mentor, a single-engine, two-place training airplane, Bu. No. 160955, suddenly banked to the right, lost altitude and crashed. The cause of the accident is unknown. It is attributed to pilot error, but the engine had been operating at reduced power and there may have been a “rollback.”
A product liability lawsuit, Beech Aircraft Corporation v. Rainey, was decided in the plaintiff’s favor by the Supreme Court of the United States.

03-04 Mar 2018 MNWG Volleyball Tournament and Lock-In – $20/Cadet fee includes CAP climbing wall, pool, movie room, various games and activities with food and beverages. Early bird registration closes at 23:59 on 24 Feb 2018. After that, fee increases to $25.00. Transportation to/from Saint Cloud will be finalized on Thursday, 29 Feb 2018.
02-03 Jun 2018 Discover Aviation Days at the Anoka County Airport. This is the largest free fly-in event in MN that features many warbirds and other aircraft. They have requested help from the Anoka County Composite Squadron as usual. CAP is tasked with parking all aircraft, presenting the colors, staffing a recruiting booth, and generally helping to keep the public safe around these complex machines.
There will be a new layout for aircraft parking this year that covers a larger area and as a result we will need more personnel than in previous years. The Anoka County Composite Squadron will not be able to do this alone, so we will be looking for individuals willing to help with the following roles with certain minimum requirements.
* Ramp Supervisors – FLS Trainee rating or higher or FLM with substanti=
al previous experience, some preferably at this event.
* Assistant Supervisors – FLM Rating with multiple flight line marshall=
ing experiences.
* Flight Line Marshallers – FLM Trainee Rating. Preferably with at lea=
st one previous flight line marshalling experience.
* Crowd Control Personnel – General Emergency Services (GES), no previo=
us flight line experience necessary.
* Van Drivers (1-2) – CAP Driver’s License
Again, the dates are 02-03 June and shifts will run from 0600 to 1730 each day. We will have two shifts per day and anticipate needing about 50 personnel for each shift.
Anoka Squadron is not yet accepting applications.
