STX Finance Committee – Lt Col Paul Prior will draft STX’s 2019 “0 Balance Budget”. The final STX approved “0 Based Budget” is due to George Supan on or before 15 Sept 2018.
• Also STX must complete a new CAPF 172 and submit it George Supan on or before 15 Sept 2018.

Semi-Annual Historian Report Update – STX Historian, Capt Mark Triplett requested STX leadership submit updates to him before 15 Aug 2018.
17-23 Sep 2018 Unit Based Exercise (UBX). Project Officer, CMSgt Don Vance announced a week-long UBX. Both Aircrew and Ground Team Members will have the opportunity to participate in much needed training.

16 August 1960: At 7:12 a.m., Captain Joseph William (“Red”) Kittinger II, U.S. Air Force, stepped out of a balloon gondola, 102,800 feet (19.47 miles) above the Tularosa Valley, New Mexico. This was his third balloon ascent and high altitude parachute jump during Project Excelsior, a series of experiments to investigate the effects of high altitude bailouts.
For protection at the extreme high altitude—above 99{a8fc60e7c50ef162980899a54ed01881874bb95295c118c0a055ec12755c580a} of the atmosphere—Joe Kittinger wore a modified David Clark Co. MC-3A capstan-type partial-pressure suit and MA-3 helmet. Over this was a coverall garment to keep the pressure suit’s lacings and capstans from catching on anything as he jumped from the balloon gondola. He breathed a combination of 60{a8fc60e7c50ef162980899a54ed01881874bb95295c118c0a055ec12755c580a} oxygen, 20{a8fc60e7c50ef162980899a54ed01881874bb95295c118c0a055ec12755c580a} nitrogen and 20{a8fc60e7c50ef162980899a54ed01881874bb95295c118c0a055ec12755c580a} helium. During the 1 hour, 31 minute ascent, the pressure seal of Kittinger’s right glove failed, allowing his hand to painfully swell with the decreasing atmospheric pressure.
In temperatures as low as -94 °F, Captain Kittinger free-fell for 4 minutes, 36 seconds, and reached a speed of 614 miles per hour. During the free fall descent, he trailed a small drogue parachute for stabilization. His 28-foot diameter main parachute opened at 17,500 feet and he touched the ground 9 minutes, 9 seconds later. The total duration of Kittinger’s descent was 13 minutes, 45 seconds. For this accomplishment, he was awarded the Distinguished Flying Cross (his second) and the Harmon Trophy.
Joseph Kittinger had previously worked on Project Man High, and would go on to a third high altitude balloon project, Stargazer.
After returning to operations, Kittinger flew 483 combat missions in three tours during the Vietnam War. After two tours flying the Douglas B-26K Invader, he transitioned to the McDonnell F-4D Phantom II and returned to Southeast Asia for a voluntary third tour with the famed 555th Fighter Interceptor Squadron (“The Triple Nickel”). He is credited with shooting down a MiG 21 fighter.
NOTE: On 14 Oct 2012, Felix Baumgartner fell from a Red Bull Stratos balloon at 128,100 feet at 843.6 MPH (Mach 1.25) over Roswell Air Center, New Mexico.
STX Chaplain, Capt Joe Burton is now at Fort McCoy, La Sparta Wisconsin. He oversees Chaplains and programs for 51,000 troops in 19 States. He plans to complete his Yeager Award to help STX with MNWG Commander Emphasis Points.

If you have more than one mailing address, please consider listing the preferred address as the primary address. CAP’s vendor, Wells Printing, prefers to ship USPS, so a PO Box is not ideal but understands that in some cases a PO Box is the only option, and that is ok.

Thursday, 23 Aug 2018, Introductory Communications User Training (ICUT) – Project Officer, Maj Charles Jents will conduct another round of ICUT practical training for those who complete the online training.
Thursday, 23 Aug 2018 – The Minnesota STATE FAIR starts next week, and Civil Air Patrol will be there – once again on STEM Day – 23-August! Fort Snelling Squadron is the lead squadron and any Minnesota Wing Member is invited to assist at the exhibit booth! ANY CAP MEMBER WHO VOLUNTEERS FOR ONE SHIFT AT THE BOOTH WILL RECEIVE AN ADMISSION PASS TO THE STATE FAIR. When you arrive at the gate, call the booth, and we will send a runner to bring your admission pass to you. (First shift drives into the Fairgrounds around 0545.). Booth guests will be invited to fly a flight simulators, or construct and hand-launch a paper rocket, or learn about CAP’s missions of Aerospace Education, Emergency Services and Cadet Programs.

Cadet Orientation Flights – Recruit two to three Cadets to participate on Orientation Flights on Saturday, 18 Aug 2018 with Pilot Maj. Hadley Jents. REMINDER: MNWG Commander Squadron of the Year Emphasis Points that each eligible Cadet completes at least two Orientation Flights per year. (Points deducted for Cadets who don’t fly.)

The North Central Region (NCR) Cadet Honor Academy will be held Friday – Sunday, 19-21 October 2018 at the South Dakota Army National Guard Regional Training Institute in Sioux Falls, SD. Registration is from 1000-1200 on Friday. Lunch at noon. Classes begin at 1300 Friday.
